US Special Committee on Aging

The United States Senate's Special Committee on Aging, currently chaired by Senator Rick Scott (R-FL), was established in 1961 as a temporary committee. It was granted permanent status in February, 1977. While special committees have no legislative authority, they can study issues, conduct oversight of programs, and investigate reports of fraud and waste. Note: Senior victims of fraud can report it to the Fraud Hotline.

The Special Committee on Aging has served as a focal point in the Senate for discussion and debate on matters relating to older Americans, and often submits its findings and recommendations for legislation to the Senate. The Committee additionally publishes materials of assistance to those interested in public policies which relate to the elderly.

Information for SHINE - Fuel Assistance - SNAP Programs

Learn about resources that are available to you locally. COA Outreach Coordinator Audrey Allen can help you learn about available local resources and current happenings in our community.

SNAP (Supplementary Nutrition Assistance Program) can be used to supplement your food budget costs. Money saved through SNAP could be used toward your medical costs. SNAP is income-based, but it is your income after shelter and medical expenses are deducted.

Home heating and energy assistance (a.k.a. Fuel Assistance) season runs from November 1st through April 30th and is available for eligible homeowners and renters, including households whose cost of heat is included in the rent (12 month assistance in that case). It pays directly to your primary heating source vendor, and automatically includes electric and telephone bill discounts if you are eligible, saving you money to use for medical or other expenses.

The SHINE Program (Serving the Health Insurance Needs of Everyone) provides free health insurance information, counseling and assistance to all Massachusetts residents with Medicare.

Joanne's Market Opens - Community Distribution Site

Through the Salisbury Council on Aging's partnership with Our Neighbors Table and Seacoast FP (Food Providers Network), the SCOA has opened a new community market distribution site at the Salisbury Senior Center.

Joanne's Market will operate similar to Our Neighbors Table, offering a wide variety of food items, including for pets via its PAWSitive Pantry, and will be open on Wednedays from 1 pm to 3 pm and on Fridays from 10:30 am to 12:30 pm to Salisbury residents.

The pantry, located inside the Salisbury Senior Center, is named in memory of Joanne Skerry who gave so much and made such a positive difference in our senior community.

Beginning Thursday, June 6, the new Salisbury Market at 114 Bridge Road (Route 1) opened to guests. At the same time the Amesbury market will undergo renovations for 6-8 weeks and be unavailable for shopping. By the end of the summer, they will have TWO MARKETS for guests. Other than the location, guests will find the shopping experience in Salisbury very similar to Amesbury - the same hours, same variety of fresh food, available to the same communities.

The Markets at Our Neighbors’ Table are a different kind of grocery store. Each location offers a beautiful, modern market where fresh, healthy food is made available - for free! Each week, you can shop, at no cost, for fresh fruits and vegetables, milk, eggs, fish, chicken… and more! Our Neighbors’ Table Markets are open to residents of Amesbury, Boxford, Byfield, Georgetown, Groveland, Merrimac, Newbury, Newburyport, Rowley, Salisbury, South Hampton (NH) and West Newbury. There is no income verification or requirement. If you live in one of the 12 towns in Our Neighbors’ Table's service region and you feel that you need food, then you are welcome to shop.

Telephone Reassurance and Friendly Visitor Program

The Salisbury Council on Aging's Telephone Reassurance and Friendly Visitor Program is available for those who don't get out often, are homebound or a bit lonely. The program has a friendly person call or visit several times a month to share conversation, memories and interests. Callers can also make regular phone calls, read, write notes and help with personal correspondence, initiate handcrafts or play games and cards.

The group brings trained volunteers to the homebound elderly and the disabled. Those who are lonely or isolated, as well as those who are sick or frail, but not in need of constant care or medical attention can benefit from socialization and conversation either at home or in a nursing home.

Those interested in the program should call the Salisbury Council on Aging at 978-462-2412.







 
Current Programs and Weekday Schedule

The SCOA holds various health-related clinics, learning and training classes, craft groups, and activity and game programs. See our newsletter for the current schedule of available activities and their schedules.

Daily Hot Lunch - Served each weekday at 11:20 a.m. at the Hilton Center. The suggested donation is $2 per meal for a person 60 and older. Reservations are a must and should be made two working days in advance. Call 978-462-2412 to register.

Home Delivered Meals - Meals are available for homebound elders. Please call Elder Services of Merrimack Valley at 800-892-0890 extension 490 to make arrangements.

Transportation - The Council on Aging wheelchair accessible van is available to seniors for transport to local appointments. The Van operates Monday, Tuesday from 8:30am to 2:00pm. On Wednesday the Van provides transportation to Market Basket Plaza and Wal-Mart Plaza in Seabrook. Pickup begins @ 9:00am. While not required, the suggested donation for shopping is $5.00 for the roundtrip. Confirm pickup time when you call. Call 978-462-2412 to schedule a ride. Reservations must be scheduled at least two working days in advance.

SHINE - Questions on your health or prescription coverage? Our SHINE counselor holds monthly consults. Please call for a private appointment.

Internet Wi-Fi Access - At the Salisbury Council on Aging Hilton Center wireless internet connection is now available ... bring your own laptop if you don't want to use the computers in the Computer Room! We also have a fax machine and copy machine available.

Birthday Party - The third Thursday of every month we have a birthday party for all seniors whose birthday falls in the month. Everybody is invited to help the birthday seniors enjoy the day. Reservations are required, also please notify if you must cancel.

TRIPS - Salisbury Council on Aging has joined forces with Newburyport, Amesbury and Merrimac COA’s to offer you trips and social outings with local pickups and drop-offs. Call us at 978-462-2412 for more information on any future trips being planned.

Helen is survived by her loving children, David (son) & Kathy Clarkson, Danette Clarkson (daughter) & Sami Sanborn, and Greg Clarkson (son); her cherished grandchildren, Jonathan and Alexandra; and her devoted brother, Robert Sadowski. Newburyport - Fred Dana Perry entered this world on May 2, 1954, in Gardiner, Maine. Fred was the sixth child, son of the late Marion and Russell Perry, of a family with seven siblings. At the age of six Fred and his family moved to Newbury, MA. After graduating from Triton in 1973 Fred joined the Coast Guard where, amongst other duties, he served as buoy tender and lighthouse guardian for four years. After his service Fred continued pursuing employment on the water becoming a commercial fisherman as well as a house painter and plasterer. Fred loved Blue Grass music and history, the natural world and the world of Harry Potter. He did not suffer bullies and mean people. His exterior was gruff but his heart was generous and gentle. Fred left this world on April 4, 2025. He predeceased his siblings, Marilyn Simmons, Judy Lavallee, Harold Perry, Russell Perry-Platine, Linda Fecteau, and Tedd Perry as well as their spouses and many nieces and nephews. There will be no services for Fred, his ashes will be interred at the Veteran's Cemetery in Newburyport, Massachusetts. We hope that Fred's friends and family will honor his memory by raising a glass and sharing their stories of how he touched their lives. We are here and then we're gone, may Fred live on in the hearts of all of those who loved him. Danvers - Maureen E. Conlon-Donahue passed away peacefully on April 9, 2025, surrounded by her beloved children at Care One at Essex Park in Beverly, MA, following a brief illness. Born on February 22, 1949, in Lawrence, MA, she was the cherished daughter of the late Hugh D. and Eileen (Paternosta) Conlon. A devout Catholic, Maureen's faith was central to her life, yet she also embraced the beauty of different beliefs, visiting houses of worship of various denominations to deepen her appreciation for the faith of all people. Her compassionate and open-minded nature endeared her to all who knew her. Maureen graduated from Lawrence High School in 1966 and went on to earn her Licensed Practical Nursing (LPN) certification at Whittier Vocational Technical School. She devoted over 30 years to a career in nursing, providing care and comfort to countless patients at Nevins Nursing Home and Bon Secours Hospital (now Holy Family Hospital) in Methuen, MA. Her selflessness and dedication to helping others were a hallmark of her life. She was also a gifted cook, renowned for her delicious spaghetti and meatballs—a cherished family recipe passed down from her Italian mother and grandmother. Family gatherings were brightened by her culinary talents and the warmth she brought to every occasion. Maureen's greatest pride and joy was her children, whom she always regarded as her most significant accomplishment. She is survived by her companion of over five years, Billy Doucette; her son, Shaun Donahue and his wife, Kimberly Donahue, of Dover, N.H.; her son, Ryan Donahue and his partner, Basilio Dela Pena, of Sacramento, Calif.; her daughter, Shannon (Donahue) Mazzaglia and her partner, Jason Merrill, of Amesbury, Mass.; her beloved grandchildren, Hannah Donahue, Megan Donahue, and Tyler Mazzaglia; and many nieces and nephews. She is also survived by her sister Donna Champagne and her husband, Raymond, of Salisbury, Mass. Maureen was predeceased by her brother, Kenneth Conlon. Prior to returning home to the Lord, Maureen was a resident of Danvers, Massachusetts, and previously called Amesbury home for over 25 years. Byfield - Born December 21, 1925 in Manhattan, NY, Robert Deane Stoehr passed away on March 29, 2025 at the Anna Jacques Hospital. Known as Deane, he lived in Byfield, MA since 1954. He grew up in Bayside, NY, the youngest of four siblings. During WWII he served in the U. S. Army Air Corps and trained as a tail gunner in B-29s. He attended Lehigh University, then married Joan Boenke, his high school sweetheart, who passed away in 2001 after battling cancer. Deane joined White Pine Sash Company, the family business, that manufactured the ubiquitous window sash that you now so often see being replaced after 50-75 years of service. He moved to Reading, MA in 1948 to operate the New England branch of the business in Everett. In later years Deane worked for Donahue Motors in Newburyport. He and Joan were active golfers and were members of Ould Newbury Golf Course where he served as secretary. Seabrook - David F. Downs, 82, of Seabrook, passed away peacefully at his home on Thursday, April 3, 2025. He was born in Amesbury, MA, on May 9, 1942, to the late John and Dorothy (Bodwell) Downs. He shared more than 30 years of marriage with his loving wife, Helen (Ruhp), at the time of his passing. David attended Amesbury schools and graduated from Amesbury High School with the class of 1960. After graduation, he joined the United States Air Force, serving his country honorably until 1962 as a parachute rigger. Upon returning home, he worked as a machinist before beginning his career in public service as an officer with the Seabrook Police Department. He later transitioned to the Seabrook Fire Department, where he served as a firefighter and EMT for many years, retiring as a captain in 2002. A dedicated community member, David was involved in several organizations, including the St. James's Masonic Lodge in Hampton and the Raymond E. Walton American Legion Post 70. An avid outdoorsman, he loved hunting, fishing, and working with his hands, always busy tinkering and fixing things. David will be remembered for his easy-going and kind nature, his constant activity, and his unwavering willingness to help others. David is survived by his beloved wife, Helen; his stepchildren, Cheryl Wills, Sharon Locke, and Brian Locke and his wife, Robin; his granddaughter, T-Ann Downs; and his brothers, Ralph Downs and his wife Leah and Roy Downs. He also leaves behind his step-grandchildren, Tiffany Barrett, Robynne Gill, and Seth Hutchins; as well as his great-grandchildren, nieces, nephews, and extended family members who will miss him dearly. She was born eldest of five children in Newburyport on April 13, 1928 to the late Ralph and Winifred (Black) Van Amburgh. She was a lifelong resident of Newburyport and attended Newburyport Schools. She was employed by Kent Wood Heel, Hytron, and Esbensen's Bakery over her working career, but being a Homemaker and Stay at Home Mom to her 6 children was her most cherished occupation. In her spare time she enjoyed polka dancing, roller skating, knitting, and sewing. In her later years she volunteered at Anna Jaques Hospital and in the Newburyport Mayors Office. Mabel was the wife of Edward J. Jancewicz for 51 years prior to his death in 2002. She is survived by her children, Stephen Jancewicz, Jean Bashaw of Newburyport, John Jancewicz of Amesbury, Karen Atherton of Plum Island, Patricia Spalding and Kenneth of Newburyport, and Paul Jancewicz of Seabrook, NH; 14 grandchildren; and 19 great grandchildren. Newburyport - Gregory Lawrence Ohman, of Newburyport, MA, passed away peacefully on March 19, 2025 surrounded by his caregivers and loved ones. Family man, chef, photographer, builder-of-houses, puppy wrangler and all-around good guy for 76 years, he lit up our lives with his big smile. Greg was born on March 9, 1949 in St. Paul, Minnesota to Lawrence and Phyllis (Hibbard) Ohman. The eldest of five children, he grew up hunting and fishing to his heart's content. An enterprising youngster, Greg arose very early, sometimes with brother Bob, to tend his trap lines and sell the pelts for spending money. A member of the Muskies and Ducks Unlimited, Greg was a Minnesotan to the core. Attending Alexander Ramsey High School (1967 graduate) Greg was a talented athlete, lettering in football and track and, many years later, still showing off his fast pitch in backyard games with the neighbors. Graduating from Winona State University (1971) with a BS degree, Greg ultimately found his niche in the executive search industry with such firms as Columbia Consulting Group and Graystone Partners. First making his home in the Minneapolis area with his daughter Kelly, Greg eventually met Antoinette (Tony) Reed and moved to beautiful Bainbridge Island, Washington where they enjoyed four incredible years gazing across the Puget Sound towards the Seattle skyline. Following work demands, Greg and Tony moved to Old Greenwich, Connecticut, where his 2nd daughter, Taylor, was born. He and his family genuinely enjoyed riding old Metro North into New York City for work and play throughout the years. Eventually moving to Stamford, CT, Greg spent hours in nearby Mianus River Park with his many pups, cooking up a storm for the holidays and their international potluck dinners and creating delicacies for Tony's book club gatherings. He inspired both of his daughters with a love of cooking and enjoying the fruits of their labor. This man reveled in the warmth of home, hearth, family and friends. Blessed with a big smile and a hearty laugh - he welcomed everyone to join the fun. "Who wants to drive the backhoe around the backyard?" Following five years living in St Louis, Greg and Tony ultimately moved to Boston's North Shore and costal New Hampshire where they have resided for the most recent 2 years, preceding Greg's passing in March 2025. Despite the extreme challenges of his Parkinson's disease, Greg was a beloved and popular fellow to the end as he was genuinely interested in - and loved - all those around him and they knew it. Even in his final year of life, with a twinkle in his eye, he would deliver a quiet punchline to everyone's delight. Greg is survived by his loving wife of 35 years, Antoinette Reed; two daughters and their spouses: Kelly and Derek Prchal, Taylor and Ismail Ghodbane and grandchildren Lucia Prchal, Halle Prchal and Turner Ghodbane; brother Robert Ohman (wife Lynne), brother Richard Ohman and sister Cyndy Grinvalds (husband Edward). Greg was pre-deceased by his dear sister, Becky. Greg's devoted pups, Teddy and Louie, continue to listen for his footstep in the hallway. A private burial will take place on July 18, 2025 at Roselawn Cemetery in Roseville, MN.

Salisbury - It's with very heavy hearts that we announce the passing of Lloyd Thomas Chapin on February 22nd, 2025 in Springfield, Missouri. Having just celebrated his birthday on January 25th, Lloyd lived a very full 66 years. Lloyd was born in Amesbury, Massachusetts. He lived most of his life "Back East". He was a Union Laborer, worked for an asphalt company and construction for many years. His life was full of adventure between travelling, work, motorcycles and racing. Racing was a particular passion for him and had many trophies and awards to show for it! Despite a love for all things in life, including music and playing his guitar, we know he wanted nothing more than to join his son and his mother in heaven. We know he has joined them and smiling down upon us all. Predeceased by his son Lloyd Thomas Chapin, Jr. Lloyd is survived by his Daughter Sara and Son-in-Law, Jason Edic of Merrimac, 3 Grandchildren; Olivia, Ella, and Gavin, brother Robert Paul Chapin of Pittsburg, MO, sister Pamela Ann Roesener of Springfield, MO, as well as several nieces, nephews, great nieces and nephews and a great, great niece and nephew. Newburyport - Mary Shattuck, a long-time resident of Newburyport, Massachusetts, passed away peacefully on March 24th surrounded by her family and friends. Mary was born on August 15,1953 to Fran and Frank Shattuck and is survived by her four sisters and two brothers. Mary grew up in New Jersey, spending her adult years in Vermont and Massachusetts. Mary graduated from Radcliffe College with a Master in Landscape Design. Early in her career she used her skills to design and restore plantings for the marshlands of Ipswich. Also drawn to taking classes and learning, she worked many years in administration for academic programs, such as those at Newburyport High School, School Year Abroad, and Montserrat College of Art. She was highly skilled and professional in her work and often went out of her way to help students and coworkers. Mary was big-hearted with a kind and generous nature. Her quick wit and laugh were contagious, lighting up any room that she graced with her presence. People were drawn to her intellect as well. Whenever meeting up with Mary, good conversations and interesting stories were always plentiful. As a voracious reader, she had the best book recommendations and gave interesting insights into them. Mary was a talented and accomplished fiber artist and a treasured friend among the various fiber communities that she belonged to. She often warmly gave her work away. Her kitties adored her as she did them. They often snuggled together as she knit or read a favorite book, content with each other's company. Those that knew Mary were very lucky. Dover - Fran Munroe died peacefully at Bellamy Fields after a brief illness. She was born in Newburyport, MA, and graduated from NHS in 1951. She married Dale Munroe in 1953, settled in Newburyport, and joined the Women's Sodality at the Immaculate Conception Church. By 1960 the family included 3 children, and they moved to Amesbury, where she founded the Mothers' Club at St. Joseph's Church. This Club raised money for the church and local charities by organizing fashion shows, white elephant sales, and raffles. At this time she had a fourth child, began braiding rugs, and then opened her own shop, selling wool and rug braiding paraphernalia. She also began teaching rug braiding before the family moved to Connecticut in support of her husband's promotion in 1967. With her children now in school, Fran began working with the elderly, an occupation that she continued to pursue after moving to California with her family in 1975. In 1978, after divorce, she returned to Newburyport and worked at Gould for 25 years, eventually becoming their credit manager. During some of this time and for years after her retirement, she was president of the Newburyport Council of Aging; she coordinated with the police to conduct Safety for Seniors presentations; and she tirelessly worked with other volunteers to successfully establish a Senior Center in Newburyport. This last venture took many years of lobbying and thousands of hours of benefit dinners. Fran was named "Queen of the Volunteers" during one Yankee Homecoming celebration, and she was honored at the dedication of the new Senior Center when it opened a few years later. Her last years were spent with her loving family, her beloved Red Sox and Patriots, and her rug braiding classes which she had begun teaching through adult ed and continued for many years with the same loyal students in her basement "classroom". Fran was predeceased by her brothers Gordon, Raymond, Fred, and Jim, and her sister Kay. She leaves her brother, Don and his wife, Nancy, her sister-in-law Irene, and many nieces and nephews. She also leaves her children, Marsha and her husband Bob; Valerie and her husband Joe; Tom and his wife Anita; and her son, Jon. Also missing her greatly are her grandchildren Shannon, Erika, Mandy, Joey, Maggie, Taylor, Fallon, and Kerrie; and great grandchildren Atlee, Chase, Harper, Avery, and Paige. Much love and gratitude go to the staffs of both the Residence at Silver Square and Bellamy Fields in Dover NH for their wonderful care. Amesbury - Valerie (Munroe) Vigneault died on Tuesday, April 1, 2025, at Kaplan House in Danvers, MA, after a long illness. She was born in Newburyport, and lived briefly there and in Amesbury until her family moved to Connecticut, then California. From there Valerie joined the U.S. Navy, serving as a Medical Corpsman in Puerto Rico and San Diego. She met and married her first husband, Al Cothron, while stationed in San Diego, and when they finished their enlistment, they moved to Tennessee. Their only child, Shannon, was born while living there, but soon after, they moved back to Newburyport. Several years later, after a divorce, Valerie met and married her true love, Joseph Vigneault. Val began studying to secure a job in medical records, and she worked at Anna Jaques Hospital for over 25 years. Over time she studied further to become a medical coder. Val and Joe settled in Amesbury with Shannon and their son, Joey. There, in and around their beautiful home, Val enjoyed crafts, needlepoint, knitting, crocheting, gardening, and long walks with Joe. Val was known for her sense of fun and her fierce loyalty to family and friends. She had a beautiful smile and an iron will. She is predeceased by her parents, Frances and Dale Munroe. She will be greatly missed by her loving husband Joe, her daughter, Shannon, Shannon's husband, Ryan, and their daughter, Atlee; and by her son, Joey and his wife Mengdi. Salisbury - Mary Magdaline Jarowski of Salisbury MA passed away peacefully at Kaplan Hospice House in Danvers MA on February 28, 2025 surrounded by dear friends. Mary was born July 27, 1962 in Worcester, MA to Thaddeus and Ruth (Johnson) Jarowski. She graduated from Wachusett High School and Worcester State University with a B.S in Biology. She had additional studies in Occupational and Environmental Health and Safety. She was a Board Certified Hospice and Palliative Care Nurse, a Holistic Stress Management Instructor, and a writer, researcher, human rights activist and a friend to the most vulnerable amongst us. As a Registered Nurse and devoted nurse case manager, Mary cared deeply for her patients. She also volunteered for and helped the homeless and was very active in helping to rescue Pugs (she loved her Pug, Shayla, and all animals). Friendship was something Mary did not take lightly. She was very accomplished at making her friends laugh. In addition to being with her friends Mary enjoyed gardening, camping and visiting Holy Shrines. Mary was deeply committed to her Catholic faith. Mary was predeceased by her beloved partner Maurice Varmette Jr., and her parents. Newburyport - Janet Ann (Dickey) Packer age 90, Died March 22, 2025. Born in Newburyport MA, June 7, 1934. Janet grew up at the Dickey Farm on High Road in Newbury, later settled into her own home on the farm property with husband John Walter Packer. They were married for 65 years before his passing in 2018. Devoted Mother, Sister, Grandmother, and Great Grandmother, she leaves behind three sisters, Diane Silva, Doris Hettler, and Michele Arsenault. One brother, Carleton Dicky and his wife Ann, two sons and their wives, Doug and Gail Packer, Dana and Dorene Packer, Four grandchildren, Michael Packer, Desiree Edwards and husband Kevin, Talon Packer and wife Meaghan, John Luke Packer and wife Carli. Janet had six Great Grandchildren, Ryen, Finnley, Gennes Packer, Harley and Paxton Edwards, and Finn Eloise Packer. She was a woman whose heart was stitched together with love for quilting and crafting, each piece of fabric telling a story of creativity and care. Newburyport - Robert W. Murphy passed away peacefully on Saturday, March 29, 2025, surrounded by his loving family. Bob was born in Newburyport on February 15, 1937, to the late Edward J. Murphy and Edith (Baddock) Murphy. He was the beloved husband of Janet M. (Hoffman) Murphy for 63 years. He was the brother to Jean (Murphy) Morris and brother-in-law to the late Kenneth Morris, and brother to the late Edward J. Murphy, Jr., and his wife Lorraine. He is survived by his daughter Karen M. (Murphy) Zinnel and her husband Michael, Sean R. Murphy and his wife Tracy and grandchildren William Hatch and Dwayne Hatch. In addition to his nieces Kathleen Ells, Diane Hume, Lynn Matt, Marcia Morris, Deborah Oliver, Pamela Renzi, and Lee Ann Sylvester, he was always well known to many of his family and friends as "Uncle Bob." Bob graduated Newburyport High School with the class of 1955 and attended many of their reunions. He went on to earn his Bachelor of Science Degree in Business Administration from Northeastern University. Following graduation in 1960, he served in the United States Army in the Finance Division at Fort Bragg, North Carolina. In 1962 he returned to Newburyport and became a dedicated employee at Owens-Illinois for over 30 years where he served as the Production Planner and Sales Service Manager. After many years in the corporate world, Bob decided to retire from work but continued to serve his community in numerous ways. He became a monitor at the Bresnahan Elementary School. He loved being with the children and interacting with them in the cafeteria and on the playground. He also became involved in after school programs including teaching tennis, basketball, and cribbage. Throughout his life Bob was a loyal parishioner at the Immaculate Conception Church Parish where he taught CCD classes, sang in the adult choir and was a member of the church's Cursillo Community. In recent years he also served as a volunteer at the Anna Jaques Hospital and at Newburyport's City Hall. At both places he enjoyed meeting and greeting people, especially Newburyport natives ("townies") with whom he enjoyed reminiscing. He was a life-long sports enthusiast and enjoyed watching all the New England professional teams. During his younger years he was often seen on the basketball court and the softball diamond. In retirement he enjoyed playing golf, tennis and traveling. Family and friends may call from 10:30 to 11:30 AM on Saturday April 5, 2025 at Immaculate Conception Church with his Funeral Mass to follow at 11:30. Burial will follow his Mass at St. Mary's Cemetery in Newburyport.
